Everton, Arsenal and Liverpool are all said to be keen on the 24-year-old Dutch international whose deal expires at the end of this season. PSV are said to be keen on cashing in on Afellay rather than let him go for nothing in the summer.
However,TalkSport claim that Afellay would prefer a move to Spain or Italy. He made his debut for PSV in 2003 and has made over 150 appearances scoring more than 40 goals. Afellay was on the mark at the weekend during his side’s remarkable 10-0 victory over Feyenoord.
Portsmouth FC looks safe after former owner Sacha Gaydamak agreed to accept a deal in which he would be paid in instalments over a period of five years.
Gaydamak will be paid £2.2 million in instalments thus securing the club’s future. It had been reported yesterday that the former owner of the club wanted Gaydamak wanted payment upfront, but his lawyer said that there had been never been any danger of that happening.
Tim Stocks of law firm Taylor Wessing says the agreement “works for all creditors as well as Sacha, so I’m hopeful we will get the paperwork signed.”
Last night it was feared that today’s game at Hull – which Portsmouth won, 2-1 – may well have been its last if it was unable to agree a deal with Gaydamak.
The club went into administration in February and was relegated from the Premier League at the end of last season.
Fifa boss Sepp Blatter could scrap extra time during games at the 2014 World Cup Finals. Blatter has told the Fifa website that he is going to recommend either a penalty shoot-out after 90 minutes or a return to the golden goal.
Blatter told fifa.com: “We have to try to find a way to encourage free-flowing football in tournaments like the World Cup, with teams playing to win. We plan to take the opportunity to look at the concept of extra time as well.
“Often we see teams set themselves up even more defensively in extra time, in an attempt to avoid conceding a goal at all costs. To prevent this, we could go directly to a penalty shoot-out at full time, or reintroduce the golden goal rule. We’ll see what emerges from the committee meetings.”
Fifa’s Football and Technical & Development committees meet on 18 October and will report to the organisation’s executive committee which meets ten days later in Zurich.
The football committee is chaired by Franz Beckenbauer and includes former players Pele, Bobby Charlton and Roger Milla.
The technical and development committee is chaired by Oceania confederation president Reynald Temarii, and also includes Argentina’s World Cup-winning manager Carlos Bilardo, and former players Romario and South Africa’s Jomo Sono.

John Toshack is ready to quit as boss of the Wales team.
The former Swansea and Real Madrid boss believes he has taken the national side as far as he can and after Friday’s disappointing opening to the Euro 2012 qualifying campaign when they were beaten 1-0 by Macedonia he believes it is time to step aside. The 61-year-old is also believed to be under pressure from within the FA of Wales to step aside.
FAW vice-president Trefor Lloyd Hughes told BBC Wales that a statement would be forthcoming later this week. “There’s a lot of speculation, some of it false, some of it true,” said Lloyd Hughes. “The FAW, I’m sure, will issue a statement clarifying the situation either later or by midweek.”
Former Wales international Robbie Savage blasted Toshack after Friday’s defeat. “Our optimism is gone in one game,” he told BBC Wales. “I don’t think there were any positives. “I would say his position is untenable if we lose to Bulgaria. We have to get six points from the next two games.”
Savage has also called for Toshack to resign, telling BBC Five Live: “It is time he left the Wales job.
“I think we need a fresh start, fresh impetus. We need to get the crowds back and I think Toshack has to go.
“He has made enough excuses; he has been in the job six years. Judge him on his qualifying campaigns – they haven’t qualified yet and they have got off to a terrible start again.”
However, it is believed that Toshack may well resign before the Bulgaria game next month although he may stay on if the FAW have failed to put a successor in place.

Rangers midfielder Lee McCulloch makes the starting line-up for Scotland for the first time three years for tonight’s Euro 20102 qualifier in Lithuania.
Six Rangers players make the starting eleven with Steven Naismith, Allan McGregor, Steven Whittaker, Kenny Miller and David Weir joining McCulloch along Middlesbrough duo Stephen McManus and Barry Robson are included while Alan Hutton, Scott Brown and team captain Darren Fletcher complete the side.
Manager Craig Levein defended the selection of both Weir and Hutton. Weir becomes the oldest Scottish international at the age of 40 while Hutton has not featured for Spurs this season after a summer hernia operation.
“I think everybody would recognise that he would be our first choice right-back,” Levein said of Hutton on Wednesday.
“Anytime you get a good player fit and available that you didn’t expect to get then it’s a real bonus.”
Speaking of Weir, Levein said “Davie Weir is probably the best centre-back we have got at this time. He is playing week in, week out at the highest level and playing to such a standard that this type of football is something he can cope with easily.”
McCulloch will probably play in a holding role with Fletcher and Brown in the centre of central midfield while the selection of Miller as a lone striker comes as no surprise.
“One of the important things is to pick players in form,” Levein said of Miller who has hit five in three games for Rangers this season.
“Kenny Miller would probably have played anyway but it’s good to know he’s in form.”
Injuries ruled out Craig Gordon, Kevin Thomson and Gary Caldwell. Chris Iwelumo withdrew this week along with Steven Fletcher and Andy Webster. Jay McEveley and Garry O’Connor were drafted in.

Francisco Varello, the last surviving player from the first World Cup Final played in 1930, died today aged 100.
The Argentinian forward – known as “El Cañoncito,” The Little Cannon – for his shooting ability, Varello was the youngest player in the final at just 20 years old.
A knee injury kept him out of the semi-final against Chile but he was chosen to play in the Final against Uruguay, which Argentina lost, 4-2.
Earlier this year he recounted his memories of the game to the Fifa website:
“I played my heart out in the second half and I could feel it in my knee. We were down to 10 men and as the match went on, another was injured, and another,” Varallo said.
“I aggravated my injury when hitting the bar with a shot that could have won it for us. I couldn’t even walk. From that point on they started to get stronger and, with all due respect to my team mates, we weren’t gutsy enough.
“How I cried that day. Even now when I look back it still makes me angry,” he said.
Varello was transferred from Gimnasia y Esgrima de la Plata to Boca Juniors in 1930 and remained there for ten years until he retired in 1940 and was the club’s leading all-time goalscorer from the professional era with 194 goals in 222 matches, a record which stood until surpassed by Martin Palermo in 2009.
Varallo was also part of the Argentina team that won the South American Championship in 1937, as he scored three goals, including two goals in a 2-1 win over Chile.

Cardiff could be set to lose two players to Leeds United. Boss Simon Grayson is keen on bringing in midfielder Gavin Rae and striker Ross McCormack in a deal that will cost him around £750,000. Talks are set to begin today with Rae.
Leeds are ready to pull out of a deal with Spurs to take centre-half Steven Caulker on loan at Elland Road. Spurs are asking for a £250,000 loan fee for the young defender on top of his wages and their demand in threatening to derail the whole deal.

Meanwhile the Daily Mail reports that goalkeeper Shay Given could also leave Eastlands. Reports circulating yesterday suggested that Given would be offered a new deal by City but the Mail suggests that Given could turn down the deal and leave the club.
The paper bases its story on a comment made by boss Roberto Mancini yesterday in which he said he would respect Given if he did decide to leave.
Mancini added: “I hope that he can stay with us because we have four competitions. But I respect his wishes if he wants to leave.”
However, only Fulham have made an enquiry for Given, presumably because Mark Schwarzer looks set to sign for Arsenal. The Gunners themselves have yet to make an official approach to City, presumably for the same reason.
Liverpool could be set to sign left-back Paul Konchesky from Fulham in a £3 million deal.
The 29-year-old has one year left on his contract at Craven Cottage and boss Roy Hodgson is keen for him to fill the left-back berth at Anfield where Daniel Agger had to fill in for much of last season as well as on Sunday against Arsenal.
Hodgson is reported to be interested in West Ham midfielder Scott Parker, but Liverpool’s restricted funds and West Ham’s insistence that Parker will not be sold make this deal practically a non-starter.

The club have won their case against HMRC, who had argued against a CVA which the club hope will take them out of administration.
Portsmouth had warned that the club go out of business if the decision went against them and HMRC are almost certain to appeal against the decision.
HMRC claimed that they were owed £37 million rather than the £24 million declared at the time of the club’s administration.
West Ham triallist Milton Caraglio is set to sign for Serie A side Catania.
Caraglio left Upton Park after having failed a medical with the Hammers, but rather than flying back to Argentina Caraglio has flown to Italy to tie up a deal with the Sicilian side.
Caraglio played in West Ham’s friendly with MK Dons last week but a medical revealed past knee problems and team boss Avram Grant was also unhappy with the player’s weight. However, Caraglio had an offer on the table from Catania and is discussing personal terms after the Italian side agreed a £5 million fee with his club, Rosario Central.
Bolton Wanderers have signed Croatian striker Ivan Klasnic. The 30-year-old former Nantes forward was released from his contract by the French club last Friday and has joined Wanderers on a two-year deal.
Klasnic spent last season on loan at the Reebok, scoring eight times in 27 games. Wanderers pursued the German-born striker throughout the summer, however, the £65,000 a week wages he earned at Nantes proved to be a sticking point. There is no indication as to his earnings at Bolton although manager Owen Coyle hinted last week that such a salary might jeopardise the deal.
Klasnic has spent much of his career in Germany. In 1998 he signed for St Pauli in the second tier of the Bundesliga. This was followed by a transfer to Werder Bremen in 2001, where he spent the next seven years, scoring 49 goals in 150 league games in the top flight and was in the Werder side that won the league and cup double in 2004. He joined Nantes in 2008 but scored only six times as the French side was relegated from Ligue 1. He joined Bolton on loan on the last day of the transfer window last summer.
Mark Hughes is the new manager of Fulham.
The former Wales, Blackburn and Manchester City manager was appointed on a two-year deal this evening with a basic salary of around £2 million.
Hughes’ coaching team of Mark Bowen, Eddie Niedzwiecki and Kevin Hitchcock will also join the club, while caretaker-manager Ray Lewington will remain at Craven Cottage in a coaching capacity.
Already Hughes is being linked with a number of Manchester City players with Stephen Ireland, Roque Santa Cruz and Craig Bellamy all now being linked with a move to Craven Cottage. Bellamy – already linked with a move to Spurs – wants to stay at Eastlands, although City need to trim at least 10 from their squad to make it down to the 25 required under new Premier League rules. Both Bellamy and Santa Cruz are also on huge wage deals at City.
Steve Sidwell must now decide whether or not to take the plunge after his transfer from Aston Villa was put on hold following Roy Hodgson’s departure, while Fulham are now being linked with a £6 million bid for West Ham goalkeeper Robert Green.
Hughes emerged as front-runner after Martin Jol turned down the job to remain with Ajax last week.
The Welshman was one of the initial favourites for the post after Hodgson left at the start of this month and was widely tipped to take over until Jol’s late appearance as a candidate. But after Jol’s decision to stay with Ajax, Hughes had the field to himself and was appointed boss on Thursday evening.
Hughes told the club’s official website:
‘I am happy to have joined Fulham following much speculation regarding the appointment of a new Manager. I have discussed my aspirations with both the Chairman and Alistair Mackintosh and believe that we are aligned in our aims for what can realistically be achieved here.
‘I am joining on the back of two of the most successful seasons in the Club’s history, and that in itself brings with it the challenges of expectation and ambition. I am confident that with some additions to the squad, hard work and commitment, we can move this Club forward in the right direction.
‘I hope the Fulham fans will enjoy some special times during this season’s campaign and we will work hard to achieve that. I’m looking forward to working with the squad as soon as possible, and in making sure the on-pitch preparations are complete before the first competitive ball is kicked in August.’
The club’s chairman, Mohamed Al-Fayed said:
‘I am confident that with his Premier League and National Team successes, Mark will be a great guy for the job.’

Eric Djemba-Djemba’s move to West Bromiwch Albion has collapsed.
The former Manchester United midfielder was in the UK this week for walks with the Baggies but they have announced today that they have abandoned their interest.
A statement on the club’s website said:
“The Cameroon international travelled to England to meet the Baggies earlier this week but following medical tests and further talks between the clubs, Albion have decided not to proceed with a deal.”
The nature of the medical problem has not been revealed.
Djemba-Djemba travelled from Denmark this week, where he plays with Odense BK, and watched Albion’s friendly with Doncaster Rovers
Nicky Butt could be a surprise signing for Blackpool. David Silva has changed his mind about a move to the Premier League and is now said to be mulling over a move to either Chelsea or Manchester City.
Silva has always insisted that he would be staying in Spain but his enthusiasm for a move to the Premier League has increased as it has become clear the Real Madrid boss Jose Mourinho isn’t keen on recruiting him.
City have already had representatives discussing a deal with Silva’s club, Valencia, and Silva’s options seem to be to stay at his current club or move to England. The only problem seems to be the fee, with Valencia asking for 40 million euros (around £33 million), which even the deep pockets at City and Chelsea seem to be baulking at. (The Guardian)
After his impressive performance for Germany against Australia on Sunday, Mesut Ozil now finds himself in the transfer spotlight with Chelsea, Arsenal and Manchester City all said by the Daily Mail to be ready to sign the player.
Arsenal are said to be ready to sign Ozil as a replacement for Cesc Fabregas while Chelsea are ready to follow up their initial interest of two years ago, at the time Ozil moved from Schalke 04 to Werder Bremen.
The 21-year-old has a year to run on his contract and could command a fee of around £20 million, says the Mail.
